I had similar problems with 8.1 Pro clients when connecting to PPTP and IPSec Windows server hosted VPNs, and it may not be your issue, but I had to turn off the Automatic negotiation (assuming you're using the Windows VPN client) and specify the type, encryption, etc. matching what I was accepting on the Windows server side. Other computers with windows 8.1 can not find the same problem accessing VPN and could not find the difference between the two computers that may be causing the problem – user2705861 Aug 11 '14 at 14:42
